Why is the figure of a cock used in many weather vanes?

By a papal enactment made in the middle of the ninth century, the figure of the cock was set up on every church steeple as the symbol of St. Peter. It is an allusion to his denial of Christ thrice before the cock crew twice. A person who is always changing his or her mind is, figuratively, a weathercock.
